sino de evitar unas obras innecesarias, dada la existencia,
desde los años 70, del paso disponible por el muro de
contención de la Presa del Chanza
, situado a cien metros.

La intervención ecologista frenó la macrourbanización prevista en la orilla del Guadiana, entre Puerto La Laja y Pomarao, para la que era esencial la nueva carretera, pero no pudo evitar ni la construcción de ésta, ni del puente, finalmente autorizado por la ministra de Medio Ambiente Cristina Narbona en contra de la opinión de los principales grupos ecologistas

There is no opposition to the establishment of a crossing between Spain and Portugal at the Chanza river.

 

Most people would agree that the use of the service road across the dam would be the most economi-al, least environmentally damaging solution. This has in the past been refused by the Confederación Hidrográfica del Guadiana (CHG).

 

The CHG was never a private company, but was a function of the Spanish Department of the Environment.

There has never been a technical report to demonstrate the inviability of this crossing. Perhaps 80% of the dams in the world have rodways on them, with no problem. It is certainly not beyond the skills of Spanish civil engineers to adapt the dam, probably more cheaply than the building of a bridge.

 

At the beginning of 2006 the control of the Chanza passed to the Junta de Andalucía (Confederación Hidrográfica del Atlántico). In 1995 the Junta published a report recommending the use of the dam as the best of all possible solutions. Clearly they decided it was viable.

 

But the initial refusal of the CHG was the perfect excuse for the Diputación de Huelva (local Administration) to plan for a bridge with access road along the Guadiana river. There is in fact no need to build this road, even if the bridge were to be built. The existing road from El Granado to the dam complex continues to within 200 metres of the site of the new bridge. Adaptation of this road to serve the new bridge would have been a small and cheap affair compared to the building of a new road in such difficult terrain, which has needed months of digging and the use of explosives. Refusal of the use of the dam did not necesitate the building of a new road.

 

In April, plans were published of a large tourist complex with 2 golfcourses and 4000 holidays homes at Cumbres del Chanza. The new road provide access to this development and is completely integrated with it. This is the real reason for the new road.
